Iran suffers from more than 27000 road accident fatalities each year and has the highest rate of road incidents in the world, as a result the traffic safety and harmful incidents in inter city road networks have become major challenges in road traffic management in Iran. One of the important ways to reduce road accidents is on time information dissemination and taking necessary preventive actions and making coordination among all involved bodies in emergency operations such as the emergency medical care system, road police, Red Crescent Population, ministry of roads and transportation, etc. This paper discusses a comprehensive plan implemented in 2008 in Iran through which the National Road Information and Traffic Management Center was established to create a comprehensive information center gathering and disseminating up to the minute data in road networks condition and prepare a commanding center for making necessary decisions and coordination about road accidents and unpredicted events, and managing and controlling Intelligent Transport Systems (ITS).
